j ' London, October 12. The situation in the Far East is regarded in Berlin as critical.
The Daily Mail states that the Admirals in command of the China. Australian, and East Indian squadrons are now in conference at Singapore en questions of naval concentration and strategy in the Far East, and adds that such conferences wall take place annually for the future. Pekin, October 12. The Chinese Taotai, on returning to Nieuchwang to arrange the assumption of authority on the promised Russian evacuation, # was ordered away by the Russian administration. The general in command at Niuchwang, who has been absent in Russia, not expecting to return, has rented his house for the winter, when he will return with his family.
The officials openly declare that the Russian occupation of Manchuria is permanent. (Received October 13, 10.16 p.m.) Pekin, October 12. The Russian Garrison Band, playing national airs, ostentatiously paraded the foreign settlement on Friday. The exodus of Chinese merchants from the Yalu Valley has commenced. Numbers are arriving at Chefoo and Shanghai. Berlin, Oqtober 12. The correspondent of the Frankfurter Zeitung reports that the Japanese have occupied Masampho.
