.By Telegraph.— Association,— (Received October 12, 11.2 p.m. London, October 12. The Daily Telegraph authoritatively reveals that Mr. Balfour was anxious that Mr. Chamberlain should succeed Mr. Ritchie. Mr. Chamberlain declined, and recommended Mr. Ritchie as a temporary stop-gap Chancellor of the Exchequer.
(Received' October 13, 12.34 a.m.) London, October 12. The new Lord Salisbury has been appointed Lord Privy Seal, with a seat in the Cabinet.
Captain E. G. Pretyman, Civil Lord of the Admiralty, succeeds Mr. Arnold Fb'rster as Secretary to the Admiralty. Mr. A. S. Lee, member for Fareham, succeeds Captain Pretyman. Mr. W. B. Davenport, member for Macclesfield, succeeds Lord Stanley as Financial Secretary to the War Office.
The Marquis of Hamilton, member for Londonderry, succeeds Mr. Victor Cavendish as Treasurer of L*ie Household.
