The Daily Mail states that Marconi reports having discovered an instrument for transmitting messages on the surface of the sea, thus disposing of high towers. , ,'•;; PekW, July 19. A wireless telegraphic station has been established at Port Arthur for the purpose of communicating with Russian warships in the Gulf of Pe Chili. ■
