ELAND HARBOUR BOARD.
An* ordinary meeting of the Auckland Harbour Board was held at the Board's offices yesterday afternoon, Mr. J. T. Julian, prosiding. There were also present: Messrs. W. J. Napier, W. J. W. Philson, A. Alison, J. M. Laxon, W. J. Parker, J. Walker, ;A. E. Glover, G. W. Basley, C. ; Gray and the Hon. E. ; Mitchelson.
Complaint from the Police: Inspector Ciillen ; forwarded a. report from Constable; ! Skim who staled that in a recent prosed cution of a man on a' charge of leaving ►& cart unattended on the wharf ■'•; Captain Dudcr, the harbourmaster,, gave evidence j. to the effect that the Harbour Board did not wish this by-law to be enforced. ■_, In crossexamination by the sub-inspector Captain Dudcr said the instructions not to enforce the by-law were given verbally by a man who was now dead. The constable . added ; that tho Harbour Board officials • would be the first to blame the police if a cart were left unattended on the wharf and an accident occurred. Inspector Cullcn, in an endorsement of the report, requested j the Harbour Board to state their wish in ; this matter. The police were desirous of assisting ,in every possible way ~in enforcing order; on the wharves. ', The Chairman, in: moving that the matter bo referred to the, Finance and Legal Committee, said the remark ,; attributed to the harbourmaster was a stupid one. It was certainly the wish of the Harbour Board that the ' by-law, :■'■ which" they had themselves framed, should he enforced. „■■ Mr. Napier thought "it advisable that Inspector Cullen and tho harbourmaster should both: be informed that it ;';.was';■',.the> wish of: tho Board that the by-law should be ["enforced.-'' Mr. Laxon said he was present in Court when Captain Duder gave tho evidence in question, and: was of opinion that the police report was exaggerated. The resolution was carried.:" • '' : Proposed Fumigation Shed: Tho following communication Was received from Dr. Makgill:—" A certain shed on the reclamation, Mechanics' Bay, which was used for I the fumigation of second-hand clothing, havj ing been removed, I should bo glad to know whether there is available, on or near.' tho wharves, a site for a fumigation; shed. It is desirable, both for convenience and to prevent the goods, being, taken into the city, that tho shed should bo as close to the shipping as possible." The matter was referred to a committee. ' .. .. . • Superannuation Scheme: The Lyttelton Harbour Board wrote inviting ,tho ,views of the Board (among other similar bodies) "as to whether it is desirable and feasible that a Bill, based upon somewhat: similar lines to the provisions of the Railway Superannuation Act, : 1902, : and the Police; Provident Fund Act, 1899, should be prepared, having for its object a scheme to provide for the superannuation of all harbour board employees throughout New Zealand." The matter was referred to a committee. . ,': Honorarium Proposal: Communications were received from the 'Secretaries of i\\Q Westport and Otago Harbour Boards stating that' the bodies they :represented concurred in the desirability of obtaining statutory power, to grant honorariums to ; chairmen of harbour boards. The Invcreargill Harbour Board acknowledged receipt of a letter on tho subject. Tho New : Plymouth j Harbour Board decided that 'such: payment was inexpedient, and the Wellington Harbour Board also declined ;to support the Board in its proposal. '' : Refitting of Warships: A telegram was received from the Admiral regretting that it was impracticable to refit one of his ships at Auckland, as had been suggested by tho Board. ■ ' ..'--V-'; . \ , Works ami Tariff Committee: The Works and Tariff Committee reported ; that a deputation from the Auckland Provincial Agricultural Association and tho ' New Zealand Farmers' Association, consisting of Messrs. Phillips, Rutherford, Walters, Peacock and Fordyce, waited upon the committee to confer as to country , representation on tho Board. The visiting committees having expressed their views in relation to the question, retired, when it was resolved, _" That this committee lias no recommendation -\ to make." A letter from the I/Oyland-O'Brion Timber Company and report by the engineer of the Board as to erection of wharf and slip off Mechanics' Bay had been considered, and it was resolved:-—" (1) That the request bo complied with; (2) that a license be granted for foreshore occupied by wharf and slip as shown on plan for a term of 14 years at a rental of £10 per annum; (3) that if the foreshore occupied by wharf and slip should be required by the Board for harbour works during term of such license, the Leyland-O'Brien Timber \ Company shall undertake to remove such wharf and slip Upon six months' notice being givon to that effect; (4) that a site be allowed tho Ley-land-O'Brien Timber Company for storage of logs in Mechanics' Bay intake at a rental of 10s per month, the site to be pointed out by the engineer, occupation to be terminable upon one month's notice." The committee recommended that the harbourmaster be instructed to take measures to prosecute all persons removing, sand or shells from the foreshore at Devonport without the permission of the Board.
