Ottawa, May 11.There are twenty-six steamships iisi Montreal Harbour awaiting the end of the longshoremen's strike. A basis of settlement submitted by Sir W* Mulock, the Postmaster-General, recognising the union, but excluding; foreign agitators from its provisions,; was rejected on the ground that the union was not fully recognised.
