The second reading of the Bil l to transfer the coat of administration of the lights on the coast from Trinity House to the Board of Trade was negatived by 114 votes to 103. The Nationalists voted with the Government majority. Mr. Ritchie declined to impose on taxpayers an additional charge of half a million, whereof foreigners now paid a part. The Times states that Mr. Ritchie is including in the Board of Trade vote a grant of £3000 in aid of the Engineering Standards Committee, which was recently formed f or the purpose of standardising machinery, etc., in England as in. certain other countries.
