< Constantinople, February 10. Bulgaria has been officially informed that Turkey is mobilising the Second and Third Array Corps, with their headquarters at Adrianople and Monastir. Regarding the former as a menace Bulgaria has appealed to the Powers to secure a cessation of the mobilisation. London, February 10. Advices from Vienna state that in the event of an insurrection in the spring Bulgaria will invade Turkey. She is assured of Russian support if unsuccessful; meanwhile ominous preparation for insurrection near the Bulgarian frontier is in progress. Constantinople, February 10. It is understood in Constantinople that the Austro-Russian proposals for maintaining and reforming the status quo in Macedonia is & mere palliative. (Received February 11, 10.20 p.m.) St. Petersburg, February 11. Officers of the Russian reserve have been ordered to be in readiness to join their regiments at a day's notice. This is regarded as an indication of an early Balkan trouble.
