The newspaper Temps admits that acute tension exists between Emperor Menelik of Abyssinia and M. Lagarde, the French representative in Abyssinia, but there is some doubt as to whether M. Lagarde has requested to leave Adis-Abeba.

The French Government recently decided to officially furnish financial aid in the construction of the Jibutil-Harar-Adis-Abebn. railway, which makes slow progress in the direction of th» Abyssinian frontier. The Emperor accords but few commercial privileges to foreigners, and then only on stringent conditions.
