Mr. ]f. W. Lucy, writing in the Gloin cestershire Journal, repeats a conversation he had with Mr. Chamberlain in Aprils .1899, when the question of the future of the Colonial Secretary was touched on. Mr. Lucy says lie made a note of the incident at the time, and is therefore able to quote the exact words Mr. Chamberlain used. "If,' he said, "you want to know the truth about the matter I will tell you. Never at any, time, in any circumstances, do I intend to be Prime Minister of the Unionist party. 1 am ready to serve tinder Arthur Balfour or anyone else who may lie preferred to tho post. I confess it was different when I was on the other side. Fifteen years ago I was certainly resolved to be Prime Minister in the Liberal succession.
