[BY TELEGRAPH. — PRESS ASSOCIATION.] Chrtstchttrch, Saturday. A conference of delegates of local bodies has adopted proposals for a. Bill to be, submitted to Parliament during the coming session declaring Christchurch a tramway district, and providing for the election of a tramway board. 'the proposed district will include Christ church and all the suburbs, New Brighton, Sumner, and also a number of road districts. Provision will be made for other districts to come in when desired. Members of the Board will be elected by the ratepayers, and will be paid. Rating and borrowing powers are proposed to be given to the Board, which will also be authorised to purchase the existing tramways.
