The New York Herald states that the President of Hayti, in return for an advance of 300,000 dollars, has secretly' granted German capitalists a mining monopoly, extensive commercial privileges and a monopoly of certain coaling stations in Hayti.

Hayti is one of the largest of the West Indian Island*, and lies midway between Cuba and Puerto Rico. Its area, somewhat larger than Scotland, is apportioned between tho negro Republic, of Hayti in the east and th« mulatto Dominica, Republic in the west. Rice and cotton are grown, and timber and minerals are plentiful; but under native government the island lias been retrogressive. The population of the island is somewhat over a million.
