ATTITUDE OF THE ROYALISTS

Paris, February 10. Prince Victor Napoleon, in an open letter to General Thomassin, in view of the elections, indicates the Royalist programme. He promises to retire if France would prefer another to preside over the work of regeneration. It is believed that he refers to his younger brother, Prince Louis, who is known to be more popular on personal' grounds with the Bonapartists.
