PROCEDURE OF HOUSE OF COMMONS.
IMPORTANT ALTERATIONS PROPOSED. By Telegraph.—Press Association.— ■ / London, January 3L Mb. Balfour has explained in the House of Commons the provisions of his Procedure Bill. Two sittings, it is proposed, are to be held daily, and the days allotted to supply are limited. /The method of division is simplified and the discussion on the report stage of Bills is restricted to changes made in committee. " Discussions relating to privilege are referred to a special committee. Members who are suspended for the first time are to be excluded for 20 days upon which the House sits, for a second offence 40 days, and tor a third 80 days. The excluded members will only then be readmitted upon apologising in writing to the Speaker. Members disobeying after their suspension will be excluded for 80 Parliamentary/days, or for the remainder of the session. The Bill further provides that in a crisis or disorder the Speaker is entitled to suspend .the •sittings of the House. The Bill has been favourably received.
