With regard to the finances he repeated that " there would baa surplus at the end of the year of a-quarter of a million. He insisted : that New Zealand had a right to protest against the army meat contracts going to ;' the Argentine, and declared that the War Office had called foi* tenders on certain condi- '-* tions, and had accepted tenders on entirely: different conditions. He held that the conditions ought to be altered, and the colonies given a fair show.
