Tokio, September 25. The Mikado, in accepting an apology from the Emperor, Kwangshu, re-echoed the latter's hope that closer relations would ensue between the two countries, adding it was his earnest wish that the great work of reform, which was dependent on Kwangshu, would soon be in operation, and that the maintenance of permanent peace would thereby be secured.
