THE ARMY PROPOSALS.
MINISTERIAL DECLARATION. ATTITUDE OF THE OPPOSITION. NO-CONFIDENCE MOTION. By Telegraph.— Association.— London, May 2. Speaking at Guildford last night, Mr. Brodrick, Secretary for War, said the Cabinet would 3tand or fall by their determination to reorganise the army without delay. The Leader of the Opposition. Sir H. Campbell-Bannennan, intends to raise the question cf no-confidence in the proposed Government scheme of army reform. He maintains that the scheme is not adapted to the special needs of the Empire, and that it increases the Empire's burdens without adding to its military, strength. The Times declares that the scheme shows too little of Mr. Brod« rick and too much of an unregenerate War Office. It urges that higher pay should prevail through* out the service.
