London, February 19. In the House of Commons Mr. John Dillon moved the adjournment of the House as a protest against Mr. A. Balfour's long-standing rule that the Foreign Under-Secretary should not reply to questions which had not been notified. The motion was rejected by 204 votes to 149. The smallness of the Government majority is explainable by the complaint of several Liberal Unionists that the rule is too rigid, by various abstentions from voting, and by defections from the Government ranks.
