ASSURANCES BY RUSSIA.
STATEMENT IN THE HOUSE OF
COMMONS.
By Telegraph.—Press Association.— London, February 19. Ik the House of Commons Viscount Cranborne, Under-Secretary for Foreign Affairs, in resuming the debate on the Adress-in-Reply,said the friendly representations which had been made to the Russian Goveornment with regard to the Shanhaikwan railway, had been largely successful. Assurances had been given that the Russian- agreement with China with reference to Manchuria was a mere modus vivendi, with the object of preventing disturbances. No sequestration of toerritory or a Russian protectorate was intended. The restoration of the Newchang railway was promised. He added that he was not aware that any Government desire:! to send an expedition to Taiyuenfu.
