BIRKENHEAD BOROUGH COUNCIL.

The monthly meeting of the Borough Council was held in the Zion Hill schoolroom on Thursday evening. Present: The Mayor (Mr. C. E. Button), Messrs. Gascoigne, A. Knyes, J. Hadfield, and H. C. Taylor. On the motion ot the Mayor, a unanimous vote of sympathy was tendered to Mr. Gascoign© on his late sad bereavement. A petition was read signed by 50 ratepayers asking that a poll bo taken on the question of rating on the unimproved values. The Mayor stated that the town clerk would examine the signatures to the petition, and if found correct a poll would be taken. A petition was read signed by 75 residents asking that the by-law re cycling on the footpaths be enforced, and that the concessions asked by cyclists be not granted. It was resolved not to grant any concessions to cyclists, and that Constable Rowles be requested to strictly enforce the by-law; also the by-law prohibiting horses being ridden on the footpaths. Mr. Charles Chambers wrote asking permission to cut back his live fence at intervals, so that the fence would not be destroyed. Granted. Mr. Graham wrote offering to supply 1000 yds of broken metal at 6s 6d per yard. Referred to Works Committee, with power to act. The offei of Mr. R. Patterson to sell the Council an allotment of land for £10 for a town hall site in Roberts' Road was declined. Mr. H. A. Niccol wrote offering the Counoil an allotment ot land with 182 ft frontage to the main road for a town hall site for £120 cash. On the motion of Mr. Gascoigne it was resolved, That the Council obtain an overdraft for £120 and purchase the land." Mr. Gascoigne gave notice of motion, "That the town clerk be instructed to prepare a list of persons owning cows and soiling milk within the borough, the person selling milk to be registered and the.cows inspected by the stock inspector. The Works Committee reported that they had tried to obtain a suitable person to act as ranger, but had failed. Mr. Taylor said that it was the duty of the police to suppress the nuisance of straying cattle. _ The Mayor stated that he would see the inspector of police on the matter. The inspector of nolice wrote stating that he had instructed Constable Rowles to prevent gumdiggers injuring the Borough domain. With reference to the Mayoralty, the Mayor stated that he did not intend to hold office until the Mayoral election in April, but had decided to resign in January, when it would be the duty of the Council to appoint a Mayor to hold office until April. Accounts to the amount of £39 7s were passed foi payment.[Own Correspondent.]
