HIS DECEPTION AT SHANGHAI.
Hongkong, July 23.' The Emperor of China has requested American intervention. The Japanese press declare that an alliance with China is impossible. It condoles the Emperor's unfortunate position, and promises its friendly offices to China if the rebellion is strongly suppressed. All the Chinese Governors and Ambassadors at the various Cour:s in Europe announce the same news that the Legations were safe on July 18. A Chinamr.n, writing from Pekin on the 19th, reports that* the massacre occurred on the 12th. It is believed that Mr. Conger's reply to Mr. Hay's message was dated July 1 or earlier. Li Hung Chang had a cOol reception at Shanghai, the Consuls not visiting him officially. Quick-firing Krupp guns have been mounted on the Bogue forts. The Allies have established a provisional Government at Tientsin. A Kussian report states that an encounter took place near Wei-hai-wei, the British defeating the Chinese and capturing 200 rifles.
