THE PEACE CONFERENCE.
By Telegraph-Press Association-Copyright. London, May 4. Tee Czar's Peace Conference at the Hatrue is to be held in secret, but the resolutions adopted will be communicated to the press.
Washington, March 23. Mr. Hay, Secretary of State, is preparing tho instructions for the American delegates to the Disarmament Conference. These will contain a complete exposition of the attitude of the United States on tho question, and may ho summed up as follows:— Tho United States cannot reduce its armaments, which aro far bolon what they should be, nor can they acquiesce in the proposal to coase to use submarine boats and torpedoes, for tho Washington Government does not intend to hamper American inventors in any way. Tho most important result which the officials expect from the conference is tho adoption of some plan of international arbitration. Tho United States will present a plan, and others nations are expected to do the same. Mr. MeKinloy strongly favours arbitration, and tho administration intends to put itself on record at tho confcrenco as advocating arbitration as a means of settling international disputes. Tho American delegates to the conference will probably bo the American Minister to tho Netherlands, and eithor Mr. White, tho Ambassador to Germany, or Mr. Tower, tho Ambassador to Russia.
