SAMOAN AFFAIRS.
Our latest cable messages contain some items of interest rc Samoan affairs. It is stated from Berlin that Dr. Raffel, who was President of the Council at Samoa, had resigned his position prior to the late occurrences. This does not seem to have been known at Samoa, and therefore his action was entirely unwarranted and mischievous. The Berlin correspondent of th? Standard states that the Samoan difficulty has been settled on the basis of the maintenance of the Convention. But the carrying out of the Convention means the placing of Malietoa on the throne in pursuance of the decision of the Chiei Justice delivered under its provisions.. Are the Treaty Powers tc land a force and drive Mataafn and his people out of Apia 1 This would involve the maintenance of a forcc there to prevertfc any attack. Besides, it must be clear to all that "the maintenance of the Corvention" means the risk of the recurrence of stich events as we have just had, arid the prevention of aiiy progress foi Samoa. Ah earnest fittempt should be made tc solve the difficulty in some other way.
