Madrid, November 2. The Spanish Peace Commissioners profess to be astounded at America claiming the Philippines, and there is talk of a rnphiro: in the negotiations. Eeplies from Washing-, ton state that if the acquisitions exceed thf cost of the war, it is probable that tho balance, about thirty million dollars, will be handed to Spain. If America's terms are not accepted, she will renew the war.
