FOREIGN OPINION. THE GERMAN EMPEROR AGAIN; Prea Association.— Telegraph.-Copyright, London, March 17. The Times approves of a gradual for ward policy in Soudan. St. Petersburg, March 17. The Novoe Yremya implies that the conquest of the Soudan by Great Britain will postpone the settlement ol the Egyptian question indefinitely. Berlin, March 17. The Emperor William declares that Germany only recognised British protection iii Egypt with a garrison at Cairo. London, March 18. It is reported that ten thousand Dervishes have advanced to Dongola, and two thousand picked warriors are within a hundred miles of the Egyptian frontier. Another force is at the Mural Wells. Three battalions of reserves will be stationed between Wady Haifa and Akasheh. It is reported that, owing to the heat and lowness of the Nile, Lord Wolselej advises that no advance should bt made beyond Akasheh until September. Mr. Curzon, in reply to a question iii the House of Commons, said that no pledge had been given to Italy regarding Kassala.
