PRESIDENT CLEVELAND CONCILIATORY. Prus Association.— Teleuraph.-Copyrlahßi Washington, February 3. President Cleveland is willing to make honourable concessions to Lord Salisbury over,the Venezuelan question, but the omission of any reference in his speech to arbitration is deplored. A motion has been tabled in tha Senate to raise a loan of a hundred million dollars for the construction ol national defences.
