PARNELL BOROUGH COUNCIL.

» The regular mooting of tho Parnell Borough Council was hold on Monday night Mr. Spencer von Stunner (Mayor) presiding. Thoie were also present: Mrs. Matson, Mow. Thnrnes, McConnoll, Savage, and Pago. Mr. \V. S. Whitley, the newlyelected member, made the statutory declaration, and was welcomed by the Mayor and Council as an old councillor. Tho Mayor, in a brief introductory address before the minutes were read, said ho would not wa*fce Limo, bnt since he was installed he had looked into tho financial state of tho bomuch, and it was not at all favourable. Tliera was a large overdraft, and tho amount, to receivo up to June would not bo sufficient to pay wages, and there was nothing for emergencies. The estimate for wages to the 30th of Juno was £425 and they had a large ovordraft. Ho then proceeded to point out the items of revenue and expenditure which they had to moot, and concluded by saying that) in public and private lifo ho had a horror of debt. His Worship's address was received with applause. The Mayor of Auckland wrote asking tho Council to appoint a delegate to represent the district on the Conference, to be hold on the 17th January, 1896, for tho appointment of a half-holiday under the Shop Assistants Act. On the motion of Mr. Savage tho Mayor was appointed delegate. A quostion was raised as to whether the delegate should be bound to rote for Wednesday half-holiday, but Mr. Savage opposed Mr, Thorites' motion in this direction, contending that tho matter should bo loft to tho discretion of their delegate to do his best for the wholo community. Finally, on the motion of Mr. McConnoll, the whole matter was deferred until next meeting, so that the opinion of the ratepayers might bo obtained in tho meantime. A notification from tho Town Clerk of Auckland enclosing Ordor-in-Coun-cil as to inspection of dairies was deferred for a report from the Legal and Finance committee. Complaints was received from tho Rev. G. Mac Mar ray and others, who ir strong terms complained of the deficiency i of tho water sappiy in the upper levels of Parnell, and it was agreed to write to the City Council asking for an explanation. Mr. Knight's amended tendor for tho supply of dog collars at 7d each was accepted. In rogard to watering the streets the Finance Committee did not recommend the expenditure, but Mr. Page pointed out that tho business people would bo willing to provide the water cart and tho appliances, and he moved that the uso of tho water be granted free of charge. The turncock estimated that the cost of water or. each occasion of watering tho street would bo Gs 6d. It) was finally agreed that tho use of the water bo grantod freo of charge for three months, tho applicants providing the necessary appliances. Finance.—Accounts amounting to £81 Gs wero passkl for payment. The statement of balances submitted wero: — General accounts, dr., £232 18s 2d; water supply rate, cr. £97 15« 5d ; drainage loan rate, cr. £•20115s 9d; wator works loan rate, cr., £33, 4s lid. Reports from tho departmental officers wer° received, bub they only dealt with mateters of detail.
