BOROUGH COUNCILS.
< ~ NEWMARKET. The regular meeting of the Council, altered by vote changing the meoting from Thursday to Monday nights, was held last night in the new Council Chambers on the street floor formerly occupied as a public library, and now suitably and well furnished as a meeting room. Mr. F. G. Clayton (Mayor) presided, and there were present the following members: — Mossrs. Page, Laion, Lumpkin, Lowe, Laurie v Edgorley, Whyman, and Spooner. The Mayor congratulated the Council on assembling in their new meeting room, and the Hall Committee on its furnishing, and trusted they would work as harmoniously as they had done upstairs. On the motion of Mr. Lumpkin, seconded by Mf. Page, the Hall Committee wore thanked for tho manner in which they had made the room so suitable for the Council meetings.— Mrs, Elizabeth Paul drew attention to the bad state of tho drainage aboub her place in Park Road, opposite the cricket ground gato. The' foreman explained that the water came through Mr. Lawry's paddock, Referred to the Streets Committee with power to act.—The audit office returned the balance-sheet of the Borough for the half year ended 30th Septomber, duly certified by the Controller-General. Letter received. —The secretary of the Charitable Aid Board asked tho Council to appoint a representative to attend a meeting for the appointment of a representative of the combined ! districts of Parnell, Newton, Newmarket, and Birkenhead to be hold at tho Board's office, High-street, on the 27th insfc. The Mayor was proposed, but ho said he could nob attend that day as it was election day, and on his motion Mr. Laurie was appointed delegate from Newmarket to attend and vote at the meeting.— statement of balances was as follows: General account, dr., £373 9s 3d; water loan, cr., £192 Is lid; water works, dr., £145 14s 7d; sinking fund, cr., £120.

The ordinary fortnightly meeting of the Council was held last night. Present: His Worship the Mayor (Mr. D. A. Sutherland), Messrs. Collodge, Nixon, Mackenzie, Burden, Jackson, Laking, Patten, and Hill. Tub Mayoral Election.—Before commencing the ordinary business of the Council, Mr. J. D. Jackson congratulated the Mayor on his re-election, and ox pressed the hope that the Council would work amicably during the coming year, and perhaps for several years afterwards. His Worship responded in a few well chosen words, trusting that he had th« confidence of the ratepayers, and believing that he had done some little good for the township. Subsidy.— was received that £101 5s was to bo paid to the credit) of the Council.
Leave of Absence. — Mr. Hutchison wrote requesting one month's leave of absence, which was granted. Fike Brigade.— secretary notified that tho annual inspection would take place on the 20th inst, Mr. Nixon hoped that) some consideration would be shown to the Brigade in the shape of a "spread." Hospital and Charitable Aid Board. —A request was forwarded to appoint a delegate re election of members. Mr. Laking was appointed. PiN'AScii.—The treasurer read his usual statement as follows General account: Balance, dr., November 4, £36 Gs 8d ; cheques drawn since, £11 173 2d; total, £48 3s lOd; deposited since, £24 4s 3d; balance, dr., November 18, £23 19s 7d. Streets Committee.— committee recommended that the request) of Mr. Lynd to clear water-table be granted. Mr. Burden strongly opposed tho application being granted on theground that there was no way of clearing the water away after it loft Mr. Lynd's property. Mr. Jackson considered it was the duty of tho Council to carry out this work. It was moved to adopt the committee's recommendation, and an amendment was made to form the footpath from Captain-street to the wharf. The amendment was lost on division, and the motion put and carried. Tun Cardwell-stket Quarry.—Mr. Hill moved, in terms of notice of motion, that no further stone be broken in the quarry in Cardwell-street. Mr, Colledge seconded the motion. Mr. Burden proposed, as an amendment, that the quarry be filled in, which lapsed for want of a seconder. The motion was put and lost on division. Mr, Laking then moved that the quarry be securely fenced, which was agreed to.
Watkr-rates.—Mr. Hill moved, as per notice of motion, tint all out-standing water-rates be sued for, Mr. Jackson moved, as an amondmcnt, that whenever the Town Clerk finds any properties for which he cannot get the rates, he -.hall report same to the Finance Committee, and take their instructions. The amendment lapsed for want of a seconder. The motion was then put and carried. Extension op Water Supply. —Mr. Jackson cave notice to move, " That the Water Committee be requested to take into consideration and report on the desirability of extending the reticulation of the water-pipes." The meeting adjourned al 8.50 p.m.
