BOROUGH COUNCILS.

PARNELL.

The regular meeting of the Parnell Borough Council was held las evening. Present : Mr. G. S. Kissling (Mayor), Mrs. A. Matson, Messrs. Wright, Whitley, Thornes, Briggs, Thomas, Page. On the motion of the Mayor, leave of absence was granted to Messrs. Withy and Pollard. Finance. —An intimation was received from the Treasury, thab £105 7s 3d, balance of rent due to Slab December on Punakitere endowment, had been remitted to the account of the borough. A second letter from the Treasury intimated thab a Bum of £8 7s 8d had been remitted to the Council's account in the Colonial Bank, being contribution of one-half difference towards cost of licensing election, March 1894, incurred in respect of the licensing district of Parnell. Miscellaneous. — Mr. A. Rollo again drew attention to the neglected state of St. George's Bay Road from Farnham-street to the beach, and asked thab ib be pub in repair before the winter sets in : Referred to the Streets Committee for inspection. Mr. Dufaur, solicitor for Mrs. Green, formerly Mrs. Thornley, again! wrote complaining thab owing to works carried out by the Council in Strand Lane, her property was untenantable in web weather, and said thab if the requisite work was not taken in hand at once proceedings would be taken against the Council to recover damages: Referred 'to the Streets Committee. A report from the Foreman of Works re damage done to the channels by heavy dray traffic was referred to the Streets Committee. On this subject a committee appointed brought up a report recommending thab the* Council pass * by-law similar to that in force in Mount Eden district for regulating and licensing vehicles engaged in heavy traffic. The report was adopted, and the Town Clerk was instructed to communicate with the solicitors in regard to framing the necessary by-law. Mr. Fitzgerald, Auditor-General, wrote asking for an explanation on what authority of law the sum of £120 was transferred from the interest account of the drainage loan to the general account, and in what year's account the advance from the general account appears which ib is now sought to repay. The Town Clerk explained that a portion of the principal went to pay interest. Ib was agreed that the Town Clerk forward the explanation. NEWTON. The ordinary meeting of the Newton Borough Council was held last evening, when there were present : His Worship the Mayor (Mr. R. Warnock), and Messrs. Shackelford, Lee, Buckley, Donald, Webley, Davenport and Watson. The Town Clerk reported that the consumption of water for the week ending May 20 was 72,000 gallons, and; for the week ending May 27, 75,000 gallons. The question of the supplying of water to the Archhill district was discussed, and the following motion was carried, " That after the end of the present half-year the Council cease to eupply the householders of Archhill with water." It was agreed thab all the channels in the borough should be overhauled before the winter sets in. Accounts amounting to £82 Is were passed for payment. DEVONPORT.

An ordinary meeting of the Devonporb Borough' Council was held in the Council Chambers, Devonporb, last night. Present :—His Worship the Mayor (Mr. E. VV. Alison), Messrs. M. Niccol, VV. Avenell, R. H. l)ud«r, E. Dutton, S. C. Macky, J. C. Enbrican, and R. Wynyard. Messrs. Devore and Cooper, solicitors to the Council, asked for the authority of the Council to sign the plans on its behalf of the five acres of land at the Narrow Neck which are to be exchanged to the Harbour Board. The requisite authority was given under the seal of the Council. Tho application of Mr. J. G. Henderson for permission to connect the drain on his property with the main drain upon his paying tho cosb, was granted, the work to be carried out by the foreman of works. A communication from the Colonial Secretary's office was received notifying that the sum of £11 16s Bd, half the cosb of last licensing election, had been paid into the Council's credit at the bank. The names of J. Spraggon instead of trustees of Mrs. A. D. Ferguson, and H. 3. Baulff instead of Ann Halo, were ordered to be placed upon the burgess list, upon payment of all outstanding rates. Accounts to the ' amount- of £81 10s 8d were passed for payment. The report of the Waterworks Committee, which included proposed arrangements between the Council and the Fire Brigade, was adopted. Tho Council agreed to contribute the sum of £25 per annum to tho funds of the brigade, and also to provide uniforms, etc., to 12 firemen. Tho Mayor reported that he had made arrangements, with the Government for tho supply of water bo Forts Cautley and Takapuna, and the torpedo-shed, for the sum of £50 per annum. The arrangements were approved of by the Council. The waterworks engineer reported : —" During the 24 hours terminating at seven a.m. on the 22nd inst., the level of the Lake rose four inches, which is an increase of (approximately) 24,000,000 gallons of water —or just about double the amount of water that I have pumped since Augusb 1, 1894." Mr. J. C. Entrican's name was added to the Works Committee. Mr. Entrican gave notice to move, at the next meeting of tho Council, "That the town clerk prepare a return of thoamounbof arrears of general, special, and water rates."
