JAPAN AND THE POWERS.
A SATISFACTORY AGREEMENT.
RUSSIA CLAIMS QUELPAERT. Preas Association.— Telegraph.—Copyright. London, May 17. Official Japanese telegrams state that a satisfactory agreement with the Powers has been finally concluded. It is reported that Japan will withdraw from Corea at the end of the year. It is also reported that Russia demands the cession of the island of Quelpaert, off South Corea.
