BOROUGH COUNCILS.

PARNELL.

Tjjg fortnightly meeting; of the Parnell Borough Council was held last night, Mr. G. S. Kissling (Mayor) presiding. Present: Mrs. Matson, Messrs. Whitley, Withy, Page, Briggs. Leave of absence was granted to Mr. Thornes.

Correspondence.—The secretary of the Auckland College and Grammar School forwarded the following resolution, "That the Board of Governors agree to offer for lease for 50 years lots 6 and 7, Portlandstreet, and respectfully requests Parnell Borough Council to continue the formation of the roadway and footpath to the eastern end of lot 7, and to remove the public pound from off the property at the earliest possible date." With regard to forming the road it was referred to the Streets Committee, and the question of removing the pound waj deferred till next meeting. In regard to Newmarket supplying the Institute for the Blind with water ib was agreed that as this was a public institution and there was urgency the permission be granted. Finance.—The following bank balances were submitted :—General rate account, cr., £1 15s lOd ; water supply rate, cr., £261 12s lid; drainage loan account, cr., £215 2g ; water works loan account, £332. Accounts amounting to £73 15s 9d were passed for payment. A reporb from the Finance and Legal Committee was submitted, dealing with several matters referred to them for consideration. £24 2s on the rate roll was struck off, there being no property to represent the rates making up that amount, the properties being mostly rated twice.

Works to be Tendered For, —Mr. Whitley, in accordance with notice, moved " That all works over £20 in the borough be tendered for." Mrs. Matson eeconded the motion. Messrs. Page and Withy were of opinion that the amount was too small to warrant the employment of a clerk of works. The motion was lost. Labour and Material.—Mr. Whitley also moved, "That the foreman of works keep a separate account of the cost of labour and material in all works passed in the borough, and include it in His report when such works are finished ; also, that a record of all expenditure on roads, drains, streets, etc., be kept by ths town clerk, with names of each, for reference." The Mayor said they virtually had the information now, although it was not laid on the table- He seconded the motion, and it was carried. Comparative Expenditure.—Mr. Whitley moved for a return of expenditure from July 1 to Decembor 31, 1893, and from July 1 to December 31, 1894, and what money bus been spent on Falcon-street lately. The motion was seconded by Mrs. Matson, and it was carried. Harbour Board.—The Mayor said he had ascertained that ib would be necessary to hold a special meeting on Monday to appoint a member to represent the borough on the Harbour Board, and ib was agreed bo hold a special meeting for that purpose on Monday ab nine o'clock. NEWTON. The ordinary meeting of the Newton Borough Council was held yesterday evening. There were present:—Messrs. R. War nock (Mayor), Shackelford, Wilson, Davenport, and Watson. The consumption of water for the week ending January 28 was 116,000 gallons, and for the week ending February 4 the consumption was 132,000 gallons.
