The conditions attached to the Statist's Prize Essay are that a scheme should be developed to maintain the integrity and to strengthen the defence of the Empire. The possibility of a practical application without long delay will be regarded as an important merit. It is not desired that the essay should exceed 15,000 words. The prize will be awarded to the essay best calculated to place the end in view within the range of practical attainment. v
