Berlin, January 15. In the Reichstag, Baron Bieberstein, Secretary of State for Foreign Affairs, said Germany desired to maintain an attitude of complete neutrality, and had no wish to -dopt an overbearing attitude towards other Powers. The national feeling of Germans abroad, however, required strengthening, and the number of cruisers ought to be increased.
