THE CZAR AND PEACE.
Press Association.— Telegraph.— St. Petersburg, January 3. The Czar has issued an edict in which he profusely thanks Count Schouvaloff for his services. In it he also declares that the promotion of universal peace, which was so dear to his father's heart, will be equally dear to his own.
