THE NAPIER BREAKWATER.

[by telegraph.—press association.] Napier, Friday. Messrs. Bell and Maxwell, the consulting engineers employed by the Harbour Board, have presented their report on the breakwater. They estimate that to make good the damage by the late gale and thoroughly strengthen that portion of the work will cost £19,000, bub they add that in works of that nature much more serious damage is common. They also recommend the strengthening of future work and the widening of the rubble foundation ; but on the whole their report is highly favourable. They estimate thab when the work is completed a much larger enclosed harbour than was originally contemplated, with more berthage accommodation, will be provided at a, smaller cost than was estimated by the consulting engineers (one of whom was Mr. Bell) employed to report on Mr. Goodall's original scheme before the breakwater was commenced.
