Press Association.— Electric Telegraph.—Copyright*' London, August 3fo. r The Council of the Colonial Institute suggested to the Premier that the Queen's Birthday should be proclaimed a public holiday throughout the Empire. Lord Rosebery replied that the com* munity generally should take action and not the Government An. obvious objection to the proposal was that it is. undesirable to have another holiday so near Whit Monday, which in England is a general holiday.
