BOROUGH COUNCILS.

NEWTON. The ordinary meeting of the Newton Borough Council was held last evening, when there were present His Worship the Mayor (Mr. Thomas English), Messrs. J. W. Shackelford, J. Warnock, A. Donald, W. Davenport, and T. Wilson.

Correspondence.—A letter from Mr. R. Brooks, Mackelvie-street, asking that the road in front of his property might be repaired, was referred to the Streets Committee with power to act. Mr. R. Salmon asked to have the road leading to his slaughterhouse repaired. It was decided to inform Mr. Salmon that the road was a private one, and the Council could not accede to the request. Cox's Creek Bridge,— Streets Committee submitted a report with regard to the above bridge, recommending that the inner side of the stone facing be brought up to the line of the road, and the space filled in with earth, and also that a post and three-rail fence be erected on both sides of the approach. The estimated cost of the work was £86 ss. The report oi the committee was adopted. y. Allocation of Funds. — A statement showing the amount of money expended in tlie three wards during the years 1887 to 1893 was submitted The return showed that in the Surrey Ward the rates received during the term indicated amounted to £1880 2s, and the expenditure £1542 14s lOd. In the Sussex Ward the amount received was £1430 3s, and the expenditure £1028 14s, and in the Richmond Ward, £1599 19s, the expenditure being £1247 Is sd. The average yearly expenditure during the past six years was as follows Surrey Ward, £178; Sussex Ward, £154; and Richmond Ward, £170. Mr. Shackelford thought that the allocation of funds to the various wards had been very fair, and left no room for any complaints. He asked permission to withdraw the motion standing in his . name, "That the amount of rates raised in each ward should be expended In the ward in which they were raised, less th« amount necessary tor general expenses." He found that it would not be workable, as they had no distinct rate. The Council consented to the withdrawal of the motion.

PARIS ELL. The regular meeting of the Parnell Borough Council was held last evening Present : Mr. J. McCabe (chairman), Messrs. Thornes, Wright, Walker, Withy, Whitley, Gilmoar, Briggs, and Page. Water Supply.—Mr. Withy reported the result of the interview with the City Council on the question of obtaining a reduction of the water supply for the Borough. It was agreed that Messrs. Withy and Thornes be appointed to make further investigations on this subject. Defaulters' List.—ln regard to Punakitere block. Mr. Thornes asked that the matter might be postponed till next meeting. This was agreed to, as further consideration was required. Some conversation took place on a list furnished of persons who had horses in the borough where the Council furnished water. It was agreed that all persons having horses and cows, and using the city water, be charged the usual rates. Infectious Diseases. —Dr. Wright reported a case of typhoid fever in a street off Gladstone Road, and Dr. Lindsay a case of diphtheria in Bedford-street. Dr. King, by his solicitor, Mr. McGregor, wrote claiming £2 7s 6d for reporting cases of measles, and tnreatening action if the account was not paid. The letter was received. Water Supply.—A great deal of correspondence was received on the subject of water supply. Mr. Kemp wrote that he had not received an answer to his letter as to proper water supply for the upper part of Parnell, and he requested the Council to look into this important matter without delay. It was agreed to inform the applicant that the Council could do nothing in the matter at prosent. Mr. James Blaikie wrote complaining of the Council discontinuing the charge for water by meter for private dwellings. This he considered unjust, as the Council should charge for the water used. He asked that his water rates be reduced or the water cut off. It was agreed that Mr. Blaikie be written to that the Council had no power to comply with his request. Mr. Thomas Ward wrote stating that he would be glad if the Council would discontinue water supply to his house in Claybrook Road and to the lawn at Parnell Tennis Court. To make garden hose of any us 9 he said the Kyber Pass should be turned on in the evening. It was agreed to inform Mr. Ward that the Council could make no ■ alteration _in the ' regulation supply, and that his request to cut off the water be complied with. In furthar reference to the Council's request for a reduction in the charge for water supply, the Town Clerk of Auckland wrote that bis Council are unable to accede to the application. The letter was received. - Mr. James Martin, livery stable keeper, wrote complaining of the charges for water by meter to his establishment —Is (3d per 1000 gallons —and he asked for relief, as in the city the charge was only lOd per 1000 for persons in his business. The letter was received, and the town clerk was instructed to inform the applicant that the request could not be granted. Mr. Schofield wrote in regard to an account for water rendered to him a few days ago in respect of a horse, and he asked that the charge be deducted from his account. He was charged 5s for the horse, but he had sold the horse soma time ago. It was agreed to comply with the request. Cost of Licensing Elections.— memo, from the Town Clerk of Auckland stated that he had applied to the Eden Terrace Highway Board for their third contribution of 10s to coat of advertising annual licensing meetings. They now ,replied that they had paid this amount on demand. He requested the proportion of the cost. Mr. Gilmer said that Mr. Philips should have applied to the Eden district, not the Eden Terrace district. It was a mistake.

Strand Lane. — The Grammar School Bonrd having agreed to the concession for widening this laue, it was agreed to require that the obstructing fence be removed. Valuations.—Mr. R. G. Wood wrote in regard to the valuations of his properties. It was agreed to defer the consideration of the subject until a separate assessment was submitted.

Cheshire-street.A complaint in regard to the state of Cheshire-street was received from C. 11. Smith, and it was referred to the Streets Committee, with power to act. Legal and Finance Committer.The report of this committee recommending accounts for payment amounting to £52 8s 7d, was passed. A discussion took place on the expenditure on road metal, and it was agreed that the foreman of works should report roughly to the Council fortnightly what amount of metal was required, but that the Mayor be authorised to act in cases of emergency. Balances.— bank balances submitted were as follow :—General rate, debit, £735 13s 6d; ftcoounts to pay, £52 8s 7d; water supply, or., £48 6s 3d ; waterworks loan, or., £246 2s 3d ; drainage loan, or., £280 16s sd. Foreman of Works.—This officer reported on certain works necessary to be done to maintain the roads, aud it was agreed that he be instructed to have the works done at the least possible cost for metal.
