END OF THE BRAZILIAN REVOLT.
The civil war in Brazil has at last come to an end. Admiral Mello and a large number of his officers have surrendered to President Peixoto. The internecine strife, which has been waged for many months with much loss of life and property, has thus ceased without the revolutionists having gained anything. The trade of the country lias been paralysed, incalculable suffering has been inflicted ou thousands of innocent persons, thousands more have been drawn into a conflict with the constitutional authority, thus sacrificing their all, and forfeiting their lives and liberty, while rivers of blood have flowed —and all for nothing. President Peixoto has gained the day. The revolutionary rising was to hurl him from Dower. But he has proved too strong. The revolt was declared on September 6. It was a protest against what was regarded as the. military despotism and reckless financial policy which characterised the administration of the President. The actual cause of matters coming to a head was the arbitrary manner adopted by Peixoto when he placed his veto on the BUI providing that no Vice-President was eligible for election to the Presidency. The rebels at first were confident of success. It looked indeed at one time as if they would triumph. That they were able to carry on the conflict so long shows that they must have been powerfully backed. The struggle, however, has now been given up. But it will take years to repair the evils that it has inflicted upon the country.
