— THE FRENCH CRUISER SCORFF. Early yesterday morning the French war vessel Scorff arrived, in port from Noumea, New Caledonia. This is the first occasion on which this vessel has visited these waters. She had an uneventful voyage from Noumea, and experienced flue weather throughout. The Scorff will remain in Auckland until the arrival of the French flagship, which is ex{>ected here shortly. Commander DeChauleac sin command, and the vessel's crew consists of savea oificers, six midshipmen, and 130 men. ' •_ ' ' THE COLONIAL SHIPOWNERS GRIEVANCES. : "Shipmaster" writes "In my previous letters to the Newcastle Herald I stated that the navigation tax on the coast of Jjew Caledonia, for vessels trading on the coast other than French vessels, was Is 3d per ton register, with compulsory pilotage} but you and others will be surprised to learn that this tax is enforced on all colonial ships leaving Noumea for Long Island, Chesterfield Group, and Surprise Island, Huon Group; distant £rom Noumea respectively 480 and 300 miles, This seems to be a tax on the high sea, enforced on colonial ships, as they are the only vessels at present engaged in the guano trade to the island, they taking coals to Noumea, ballast to the islands, and guano to New Zealand or Tasmania. What do the French steamers pay on the coast of Australia ? Look and observe with what ' liberality our Government treat all foreign ships. More than half of the over-sea vessels arriving at Sydney and Newcastle are exempt from pilotage. Those that are not exempt, arriving from other colonial ports, can very easily (ret a man that is exempt for a few pounds, and thus save the pilotage. • With such liberality the Government might go one better by granting licenses, say free of all cost, or, perhaps, better still, if they paid salaries to coasting pilots to pilot all deep water vessels from other colonial ports to Newcastle and Sydney. This would save the trouble of putting the pilot on the ship register as master, and in case of ships from over the sea with the master exempt. The pilot at the port should board them, and do all the work while in port free of cost, as that would lessen the risk of those ships grounding or sinking in the harbour. It is only a few days since a ship grounded in the harbour with a nurse ou board. If she had sunk, what would have been the result Ask the Marine Board. But how differently we treat our colonial neighbours. Messrs. VV. Howard Smith and Sons last year paid about £550 tonnage dues ; Huddart-Parker about the same, and their other expenses in the port must amount to a considerable sum.
