In the course of his speech at the Colonial Institute banquet, Lord Rosebery defended the expansion of the Empire, on the ground of the necessity of pegging out claims for the future, remembering that it was tho aim of our race to mould the world according to Anglo-Saxon ideas. Lord Onslow thought the necessity of a union for common defence would ultimately bring about Imperial federation. Lord Knutsford considered that bo long as England continued to command the attachment and confidence of the colonies, would the best guarantee be given of peace and the increase of commerce.
