The Postmaster-General not having received a reply to his last cable message to the New Zealand Government concerning the San Francisco mail service has again cabled asking for an early reply. SOUTH AUSTRALIAN MINISTRY. Adelaide, October 14. The new Cabinet is composed as follows : —Premier and Chief Secretary, Sir J. W. Downer; Attorney-General, H. Horn burg; Treasury, W. B. Rounsevol • Commissioner of Crown Lands and Imnigration, J. H. Howe; Commissioner of Public Works, L. Grayson ; Minister of Agriculture and Education, Hon. W. Copley.

THE CABLE RATES. Sydney, October 14. The New Zealand Government have asked Mr. Kidd whether the other colonies have any objection to New Zealand cable messages for Queensland pissing under the reduced cable rate. Mr. Kidd replied that personally he sees no objection. THE MARITIME LABOUR BUREAU. Melbourne, October 14. The steamer Derwent shipped a crew through the Maritime Labour Bureau. The secretary of the Seamen's Union declares that the course adopted is illegal, and that sailors can only be shipped through fie Shipping office. The owners assert that what they have done is perfectly legal, and they are determined to stick to the Bureau. The secretary of the union is equally determined to resist it.

SIR H. PARKES'S LIBEL ACTION. Sydney, October 14. Sir Henry Parkes has accepted the apology offered by the proprietors of the Evening News, and has withdrawn his action claiming damages for libel. THE BROKEN HILL STRIKE. Sydney, October 14. The new Union formed by a portion of the men on strike at Broken Hill has fizzled for the present. QUEENSLAND CONSTITUTION BILL. Brisbane, October 14 The Constitution Bill has passed the Legislative Assembly by 30 to 13. A NARROW ESCAPE. Newcastle, October 14. The barque Blackbank has arrived from La Plata after an adventurous voyage. For three days she was beset by sixty immense icebergs, and escape seemed hopeless when a narrow channel was discovered by which she made her way to the open water. THE STRIKE OF SEAMEN. Melbourne, October 14. There is no reason to anticipate a general maritime strike as a sequel to the Gabo affair. A charge of conspiracy will probably be laid against the secretary of the Seamen's Union for inducing the crew to desert the vessel. DEPRESSION IN VICTORIA. Melbourne. October 14. Mr. H. H. Hayter's statistics indicate that the population of the colony has been seriously affected by the exodus to other colonies.

PUBLIC WORKS AND LAND SETTLEMENT. Sydney, October 14. Sir Henry Parkes has given notice of a motion in the Legislative Assembly to the effect that the Government ought at an early date to submit a scheme to carry out national works for the improvement of a portion of the public territory, and for settlement of population. He declared that such a 'course was necessary to remove the congestion of population in the city, and to provide permanent work for the destitute. NEW SOUTH WALES FINANCES. Sydney, October 14. The Inscribed Stock Bill has been read a first time. The Colonial Treasurer stated that, in order to carry out authorised works, £2,087,000 was required. Loan expenditure in the past had been too heavy, and the Government were determined for the future not to expend more than a million or a million and a - half yearly. Unsold Treasury Bills would suffice to pay the colony's indebtedness in London, including interest to the end of the year. In the colony the Government had sufficient to last to the end of the year, when it would be necessary to institute a policy of the strictest economy.
