CAMBRIDGE BOROUGH COUNCIL.
The ordinary monthly meeting of the Cambridge Borough Council was held in the Council Chambers on September 13. Present :—J. Webber (Mayor), Messrs. Roberts, Kirkwood, and Bach. The Returning Officer reported that Messrs Bond, Kerr, andHally had been re-elected as councillors, and they having made the usual declaration took their seats at the Council. The outward correspondence was read and approved. A letter was received from Mr. C. Henson protesting against any encroachment on the width of the road in front of his property by erecting a fence on the Thornton road. Proposed by Mr. Hally, and seconded by Mr. Kirkwood, " That Mr. Henson's letter be received by the Council." Colonel Fraser also wrote advising the Council to proceed with the local Bill legalising the closing of Whitaker Terrace, but the Council preferred to let the matter stand over till it had a personal interview with Colonel Fraser. Carried.
Audit.—Mr. W. R. Holmes, audit inspector, wrote to His Worship the Mayor as follows — Sir, —I have examined the books and documents of the borough of Cambridge up to date, and the balance-sheet ended to March 31,1892, has been forwarded for certification to the Auditor-General. In checking through the rate butts I found six receipts missing, viz., ISos. 232 to 234, and 240 to 242. Will you please inquire from the late clerk why they were detached from the butts without an explanation? I would draw your attention to large amount outstanding from rents of reserves on March 31st. 1892, viz., £101 8s lOd ; included in this sum John Wilson, a bankrupt, owes £42 10s. A claim should have been sent in to the Assignee by the borough proving a3 a creditor, but it is too late now, as the estate has been distributed. In going over the leases of the borough endowments, I found many not signed by the lessee. Kindly inform me why the documents were not completed. Proposed by Mr. Kirk wood and seconded by Mr. Roberts, "That the clerk be instructed to write explaining these matters, and that the Council endeavour to get the leases signed; also that in Wilson's case the Council had secured itself from loss in a different way." Carried. The Department of Justice wrote appointing Mr. T. Hartly clerk of licensing committee for the district of Cambridge, vice Mr. J. P. Thomson, resigned. Surveys, Etc.—A letter was received from the Department of Lands and Survey stating that Mr. Philips will be sent to make a proper survey of some of the streets, and asking the Borough to supply concrete blocks made for standard use. Proposed by Mr. Kirkwood, and seconded by Mr. Bond, "That the Council write that the blocks ; can be made locally and as the Council is not in a position to supply them, it expects the Government to do so. Carried. Captain Jackson, R.M., wrote stating that as he was appointed Commissioner to hold an. inquiry as to who should control and maintain a bridge situated at Cambridge, and known as the Waikato Bridge, he was prepared to enter upon the said inquiry on Thursday, 29th day of September, at 10.30 a.m., at the Courthouse, Cambridge. It was resolved that Mr. Priestly represent the Council at the inquiry. Mr. D. Caraachan appeared before the Council, complaining of what he termed an obstruction in front of his property, the road being only six yards wide, thus throwing the traffic on to the footpath. Proposed by Mr. Webber, and seconded by Mr. Bach, "That the Council cannot see its way clear to take any action in the matter, and that Mr. Carnachan be informed to that effect." Carried.
Finance and Works. — Overdraft on Ausru3t 9, 1892, £262 33 7d; account paid during month, £69 7s ; amount lodged during month, £58 16s Id; present overdraft, £272 lis 6d. Accounts to the amount of £24 19s were passed for payment. The Works Committee reported that the surface man had been employed full time, and that the Domain gravel pit is nearly worked out. The report was read and adopted. The certified balance-sheet was received from the AuditorGeneral, and was signed by the Mayor. Appointment of Committees.—The following were appointed to the various committees :—Finance: The Mayor, Messrs. Bach, Bond, Priestly, and Hally. Works: Messrs. Kirkwood, Kerr, Roberts, and Kincaid. Hall : The Mayor, Messrs. Roberts, Priestly, Bond, and Bach. Complaints.—A complaint was made that there was a very deep well totally unprotected on a half-acre section near Mann s old property. It was resolved that the matter be left with the chairman of the Works Committee to see to. A complaint was made about branches overhanging the footpath in Greystreet. It was resolved that the owner of the adjoining property be notified to remove the obstruction.
