FRENCH ROYALISTS AND THE POPE.
A meeting was held on June 23 in Paris of the members of the Royalist Right in the Chamber of Deputies, at which an important manifesto was drawn up in reference to the recent encyclical of the Pope enjoining upon Catholics respect for the existing form of Government in France. After setting forth that the Royalists, while respecting the decisions of the Pope in spiritual matters, claimed for Frenchmen the right of preserving their political preferences, the manifesto continues: —" The form of Government is a question which should be decided in France and among Franchmen. The Papacy has recognised all the Governments which have succeeded each other in France; but, in treating with these Governments, the Papacy has never called upon the adherents of preceding regimes to forget their fidelity or renounce their hopes." The manifesto was not agreed to without considerable difficulty, five of the members present at the meeting considering it both inopportune and impolitic. Of about sixty deputies composing the party, the declaration was | only subscribed to by about forty.
