Vienna, March 14. In the course of a lecture which he delivered in this city, Theodore Westmark accused Stanley of being responsible for the death of Lieutenant Licksick, who died in the Congo State. In consequence of this accusation the lieutenant's parents are suing Stanley for £4000.
