Washington, March 11. In the event of Lord Salisbury persisting in his refusal to agree to a renewal of the modus vivendi the United States will blockade the Bellring Sea.
Warships are making preparations to carry out the blockade, and also_ to refuse all vessels entrance to the sealing grounds. The section of the press which supports President Harrison continues to make violent attacks 011 England. It is announced that President Harrison has issued notice to the effect that retaliatory measures will be taken against those countries which refuse to adopt reciprocal trade relations with the United States because of the provisions of the McKinley Act. The Cabinet are waiting for Lord Salisbury to distinctly define his policy with regard to the ring Sea, before taking further steps in the matter.
