China has appealed to the remainder of the Powers to suspend action until the result of her efforts to restore order is seen.-.- > ■ ■ Hongkong, September 26. A number of British subjects have been arrested at Otin-Kiang. on u . charge of smuggling arms and dynamite . into the country to assist the Chinese rebels, and have been handed over to the English officials. . -, k The governors of the Chinese pro-' vinces have informed the Tsungliyamen that ; it is impossible they can be responsible for an outbreak among rebels, or to pay an indemnity, as the aggres- | sive attitude of the missions caused the | riots. Four leaders of the riot have been executed, and twenty-one punished; while the decision as to what punishment should be meted, out to the five mandarins has been reserved. The Southern Squadron lias been ordered to patrol; the .Yang-tse-Kiang river.
