St. Petersburg, September 24. The Russian fleet will not take part in thb naval demonstration in Chinese waters.
Hongkong, September 24.
The Chinese Government has informed France that steps are being taken to protect foreigners, and a fleet is being despatched to the disturbed provinces. A hope is expressed that ranee will await the result of the efforts to restore order.
