BOROUGH COUNCILS.

PARNELL. The regular meeting of tho Parnell Borough Council was held last evening. Present : Mr. J. McCabe (in the absence of the Mayor) in the chair, Messrs. Gay, Gilraour, lvissling, Savage, Thornes, Wright, and Augur. Selwyn Terrace Crossing.—Mr. W. Culpan, on behalf- of himself and others, asked that a crossing bo mado in Manulcau Road just above the railway bridge to the footpath leading up to Selwyn Terrace, as during tho recent rains tho crossing was almost, impassable. It was agreed to comply with tho request. Returning Officer.Captain Thomas wrote in regard to his fees as returning officer, and asked that a definite arrangement should be made as to his fees, namely, 10?, for attending nominations, and in the event of a poll being taken that the fee should be £2 2s, to include the 10s, aforesaid. It was resolved that the terms in accordance with the letter be agreed to. The Reserve Rents. — A letter was received from the Government intimating that £36 Is 6d had been remitted as rent from the Borough endowment. The rent actually duo was £121, and the Town Clerk had written to Mr. La wry, M.H.R., on the subject. No reply had yet been received, and the further consideration of tho matter was deferred.

Gladstone Road Dispute.—Mr. A. Tempest wrote in reply to a resolution of the Council requesting him to put back his fence to the original boundary, stating that he was entitled to presume that the Borough Council knew where the original boundary was, and as he had no wish to trespass 011 the Queen's highway he requested that the Council would have pegs placed 011 the original bouudary of the road, and ho would be most happy to shift his fence to the line indicated. The letter was referred to the Streets Committee, with power to act. Local Bodies Bill.—Mr. F. Lawry, M.H.R., telegraphed :—" lion. Premier does not think Bill can proceed further this session. He is obtaining evidence from all parts of the colony, and this will probably have the fullest consideration during the recess. If it does come on will advise you." This was a reply to a letter sent to ill*. Lawry by direction of the Committee appointed to consider this Bill. •> The Mechanics' Bay Boundaries.— In reference to a dispute as to the boundary between the city and the borough as to the line of demarcation in Mechanics' Bay on the land recently occupied by the Union Sash and D:or Company, the following communication was received from the Town Clerk of Auckland :—" Auckland, 28th August, 1891. The city engineer reports Mr. Parker is building on the site of the lute sash and door factory, .Mechanics' Bay, and that lie reports he obtained the permit from your office. That such site is within the boundaries of the city as fixed (see Gazette, July loth, 1886), and that the site you pointed out to me to-day as being within your borough is now within the Auckland Borough. Will you please see to this, and favour me with an early reply ?" This letter was taken by the Town Clerk of Parnell to the Survey Office, and he was furnished with a plan showing the boundaries, and the following memo, from Mr. Kensington, chief draughtsman : "Tracing and coloured litho. herewith. The schedule of boundaries of the Parnell Borough, Gazette, 1877, folio 415, includes within that Borough the land in dispute, namely, lot 1, section 31, shown on tracing, and the boundaries of the Borough have not been amended since." It was resolved to send a copy of Mr. Kensington's memo, to the Town Clerk. On the motion of Mr. Kissling, it was agreed to ask the medical ollicer for his advice as to whether the erection of the galvanizing works would be injurious to the health of the Borough." , Mechanics' Bay.—Mr. S. Parker asked leave to take a few loads of earth from alongside the road adjoining his property in Mechanics' Bay. It would, lie said, help to form a gradual slope to the bank instead of the present unsightly one. The application was referred to the Streets Committee with power to act. Accounts.—Current accounts amounting to £194 6s Sd were passed for payment. This included £105 for water supply due to the city authorities. This was an advance on the corresponding quarter of last year, but the turncock reported that there were about 20 extra services. A Complaint.—Mrs. Esther Liddell, of St. George's Bay Road, complained of annoyance caused by her neighbour's fowls, and their noise seriously > affected her health. This was accompanied by a certificate from Dr. King that ho had found Mrs. Liddell in a dangerous state of health from an affection of the heart, which requires her to have as much quieb and rest as possible. Preferred to the inspector of nuisances. DEVONPORT. The ordinary meeting of the Devonport Borough Council was held last night. Present Messrs. Alison (Mayor), Lo Bailly, Dudcr, Mackay, Bond, Mason! and Glonny. ' Road to Takafuna.--Mr. W. J. Napier waited 011 the Council on behalf of the residents of the Lake to ask for the co-opera-tion of the Council in the work of lovellinoand improving tho road between Devonport and the Lake. He urged the necessity of tho work, and tho advantages which would bo derived by both districts from increased facilities of communication. The estimated cost to the borough would be £1950. The Lake residents intended to raise the sum required by a special loan. Their portion of the cost would be £1700. It was resolved that the matter be considered by tho Council on Monday next, and that an early reply be sent to Mr. Napier, conveying the Council's decision. Duvonpoiit Cemetery.— A letter was read from Messrs. Devoro and Cooper with reference to the purchase of the Devon port Cemetery. . The Auditor-General had taken exception to the sum of money thus spent. Tho letter stated that the law gavo tho borough power to provide and purchase a cemetery, and also to borrow money for that purpose. The action of the Council was perfectly legal. It was resolved, ' That a copy of the letter be sent to the Auditor-General at Wellington." Batik.no Site.—With reference totheproposed bathing site off Beach Road, the committee appointed to inquire into the subject recommended that the work should bo done, and that plans and specifications be called for. Tho foreman of works estimated the cost of erecting fenco, making a good bottom, etc., at about £40. It was resolved that the work bo proceeded with as soon as .convenient,

Accounts.— Accounts to the amount of £29 Is 7d were passed for payment. ONEHUNGA. The , ordinary fortnightly meeting of the Onehunga Borough Council was held in the Council Chambers last night. There were present: His Worship the Mayor (Captain M." Yates) in the chair, Messrs. Keehan, Hills, Barr, Bray, J. Shaldrick, Tapp, Burden. - Annual Statutory Meeting. — The Council, on the motion of the Mayor, went into committee on tho accounts. The Mayor said the meeting should have been held on the 4th May, but on account of the delay in auditing: the accounts, this was the first meeting held since the accounts were passed. He would like to make a few remarks- with ! reference to the amount of ■' work - done since his' 1 term of office during- the : past 2£ years. Little did he think; in such a short space of time the borough would be so clear .of trouble, as it undoubtedly was. He regretted, however, that more attention was not given by the various committees to assist in furthering work for the Council. Ho hoped, however, that they would take the hint, and in the future bo attentive. On the motion of the Mayor, seconded by Mr. Hills, the accounts as read were signed by the Mayor as the true accounts of the borough for the year 1891. Municipal Association.—A circular was received re proposals to amend the Municipal Corporations Act, and was referred to the general purposes committee to report upon. Slaughterhouse Road.—A petition was received from the residents in Slaughterhouse Road, requesting that the road bo formed and metalled. The consideration of the matter was, however, deferred until a resolution passed at a former meeting was rescinded. lOmpty Houses.—Mrs. E. Yates wrote requesting that half the water rate be remitted on her property in York Terrace, as the houses had been empty for twelve months. The Mayor said the law provided for such a course being adopted. On the motion of Mr. Shaldrick, seconded by Mr. Bray, it was resolved to accede to the request. Financial Statement.—The Town Clerk reported that at last meeting the credit balance of the borough fund stood at £137 5s 3d; paid away during term, £45 16s Id ; paid in, £28 Is ; leaving a credit balance of £119 10s 2d. The water works account credit stood at £59 lis 9d. The Council adjourned at nine p.m. to meet again on Monday, the 7th.
