Mr. O'Brien has been served with a writ for £17,000, the amount of costs in the libel action against Lord Salisbury. IMPEACHMEnYoF AMERICAN SPEAKERS. Washington, February 24. A resolution has been submitted to the House of Representatives, proposing to amend the Constitution with a view to permit the impeachment of Speakers who shall in future be guilty of,arbitrary actions similar to those alleged against Mr. Reed, the present Speaker. ___«__.
