Mr. Bradlaugh is unconscious. His doctors were, however, able to acquaint him with the action of Parliament in expunging the resolution forbidding him to take the oath. VICTORIA AND ~THE POSTAL CONVENTION. London, January 28. The French Government refuses to recognise the right of Victoria to terminate the postal convention except through England, and intends to surcharge that colony with 7d upon each letter passing through French territory. Italy also expresses surprise at the action of Victoria, but has not yet indicated what she intends to do. Mr. Raikes, Postmaster-General, advises. Victoria to' continue the Convention until the Postal Congress meets in Vienna.
