LORD CARRINGTON'S PAPER ON THE COLONIES. Press AnneMvon.—Electric Telegraph.—Copyright. London, January 27. At the conclusion of Lord Carrington's paper on Australia, read at the Colonial Institute, Lord Knutsford, in moving- a vote of thanks to the Prince of Wales for presiding, said he agreed with everything in the paper except the prominence given to the Brisbane Courier's criticism, in which was asserted crass incapacity on the part of the Colonial Office. He dwelt at length on the ceaseless sympathy and interest displayed in the colonies by His Royal Highness. Earl Granville seconded the motion, which was adopted by acclamation. In replying, the Prince of Wales said he was glad to welcome the return of the friend of a lifetime, after a successful administration in the colonies. Referring to the paper, he said it was most interesting. Though the colonies wished to remain independent and free, he was glad, to see they remembered from whence they came, and also that they recognised that their interests were identical with those of Great Britain. The Times, in reviewing the paper, considers that Lord Carrington's expedients are not more tangible than Imperial Federation ; but colonists are too reasonable to exhibit an undignified ultra - sensitiveness, and Great Britain has no time to make a fuss over trivialities. London, January 28. The press is unanimous in praise of Lord Carrington's paper. The Duke of Fife and Sir W. Jervois were among those present when it was read.
